The most serious item came from Vermont and the 10 on-ramp, where an assault was in progress. A suspect in a black hooded sweatshirt was reportedly dragging a woman in a pink flannel into the brush, and an Olympic unit was dispatched. Another transmission described someone trying to pull a woman into the brush between an off-ramp and a high school. It may be the same call. Nothing about that gets a joke from me. Rampart went looking for a Code 6 at the station, a unit was confirmed Code 6 at North Dillon, and somebody sent a Code 6 on an east-west alley off Union. The department has a word for this kind of fluent, mindless traffic: duckspeak, Orwell’s term for speech that moves the mouth without engaging the brain. Nobody on the channel was asking for help. The NWS Los Angeles/Oxnard office issued a Flood Advisory for the Los Angeles zone at 5:48 a.m. Pacific, running until 8:45 a.m. A separate Flood Advisory covers Ventura County until 11:00 a.m. The NWS Los Angeles office also has a Special Weather Statement out for Ventura County’s beaches, inland coast, and central valleys. A Beach Hazards Statement covers the Malibu Coast and Los Angeles County beaches through 3:00 a.m. on October 23, which is the high surf part of this story. The remaining 1,848 were garbled freeways that don’t exist on any map, units asking dispatch where they’re supposed to go, and what sounds unmistakably like someone drowning in real-time. Of the three that parsed: a 415-man armed with a baseball bat at Children’s Hospital on Sunset Boulevard, a missing juvenile in Northeast LA (brown eyes, baby blue sweater, last seen on 44th Street), and a unit driver asking “where are we taking this?” When your signal-to-noise ratio hits 1:616, maybe the problem isn’t the frequency — it’s the whole apparatus.
